In order to fully implement the spirit of the fourth meeting of the Financial and Economic Commission of the CPC Central Committee, implement the deployment requirements of the Notice of The State Council on Issuing the Action Plan for Promoting Large-scale Equipment Renewal and Replacing Old and New Consumer Goods (Guofa [2024] No. 7), continue to implement the subsidy policy for scrapping and updating agricultural machinery, and accelerate the structural adjustment of agricultural machinery, To enhance the high-end, intelligent and green level of agricultural machinery, the Ministry of Commerce is hereby notified as follows. 

  1. General requirements 

Thoroughly implement the spirit of the Party's Twenty Congresses, fully, accurately and comprehensively implement the new development concepts, implement the requirements for accelerating the development of new quality productive forces, in accordance with the decision-making and deployment of promoting high-quality development, adhere to the principle of "voluntary farmers, policy support, convenient and efficient, safe and environmental protection", and further increase the elimination of old agricultural machinery with high energy consumption, heavy pollution and low safety performance through policy support. We will accelerate the popularization and application of advanced, applicable, energy-saving, environmentally friendly, safe and reliable agricultural machinery, strive to optimize the structure of agricultural machinery and equipment, and promote the transformation and upgrading of agricultural mechanization and the green development of agriculture. 

  2. Subsidy targets 

  The central government allocated funds from subsidies for the purchase and application of agricultural machinery, implemented a policy of subsidies for the scrapping and renewal of agricultural machinery, and provided appropriate subsidies for the scrapping of old agricultural machinery. The targets of subsidies are farmers and agricultural production and operation organizations engaged in agricultural production, including rural collective economic organizations, specialized peasant cooperative economic organizations, agricultural enterprises and other organizations engaged in agricultural production and operation. 

  3. subsidy types and scrap conditions 

  The central financial funds subsidize the types of scrapped agricultural machinery and other key machinery that may endanger the safety of human life and property as stipulated in the Regulations on the Supervision and Administration of Agricultural Machinery Safety. Including tractors, planters, combine harvesters (including grain, cotton, oil, sugar and other crops used in joint harvesting machinery), rice transplanter, agricultural Beidou auxiliary driving system, mechanical spray (powder) machine, mechanical thresher, feed (grass) crusher, hay cutter, etc., specific types of subsidies by the provinces combined with actual selection. Provinces need to further expand the scope of subsidies, in addition to the central funds and provincial statutory expenditure responsibilities, arrange appropriate funds, combined with the needs of agricultural production and the level of agricultural mechanization development stage, focusing on the important tasks of increasing the yield of major crops such as grain and oil, focusing on increasing output and reducing losses, and determining 2-3 types of scrapped agricultural machinery by themselves. The provincial agriculture and rural and financial departments jointly reported to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance after the implementation of the record. 

  The main components such as the engine of the scrapped agricultural machinery applied for subsidies should be complete, the source is clear and legal, and the owner (refers to the farmers engaged in agricultural production and agricultural production and operation organizations that legally own the machinery, hereinafter referred to as the "owner") should make a written commitment on the source and ownership of the machinery. The agricultural machinery included in the management of the license shall provide the license issued by the agricultural machinery safety supervision institution; No license plate or not included in the license management, should have the nameplate or factory number, frame number and other machine identity information. The service life and other technical conditions of scrapped agricultural machinery shall be determined by each province with reference to the relevant machinery scrap standards. Agricultural machinery that has not reached the scrapping period but has large safety hazards, high incidence of failure, serious damage, high maintenance costs, and backward technology is allowed to apply for scrapping subsidies. 

  4. Subsidy standards and funding arrangements 

  The central financial subsidies for the scrapping and renewal of agricultural machinery consist of two parts: scrapping subsidies and renewal subsidies. The scrap part of the subsidy shall be fixed subsidy, and the amount of the subsidy shall be determined by the provincial agricultural and rural departments and the financial departments. Tractors, three major grain crop combine harvesters, planters and agricultural Beidou auxiliary driving system scrap allowances shall not exceed the maximum amount of allowances issued in this notice (see Annex 1 for details), and provinces may merge or refine categories on this basis to determine the specific amount of subsidies. For cotton pickers and sugarcane combine harvesters with strong regional characteristics, small scope of use and high market value, the amount of scrap subsidy for a single agricultural machine shall not exceed 30,000 yuan and 25,000 yuan respectively in principle. In principle, the amount of other agricultural machinery scrapping subsidy shall not exceed 30% of the amount of the purchase and application subsidy of the same type of agricultural machinery, and shall be determined by comprehensive consideration of factors such as transportation dismantling cost and salvage value, and the amount of scrap subsidy for a single agricultural machinery shall not exceed 20,000 yuan in principle. In principle, the amount of scrap subsidy for agricultural Beidou auxiliary driving system should not exceed 800 yuan, and the application for scrap subsidy should be based on the purchase of new equipment. The list of agricultural machinery scrapping subsidies calculated and determined by each province shall be submitted to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance for the record and then implemented. For agricultural machinery models included in the scope of scrapping subsidies in multiple provinces, the agricultural and rural departments in neighboring provinces should strengthen information communication and strive to achieve relatively uniform and stable amounts of subsidies. Some of the updated subsidy standards are implemented in accordance with the relevant provisions of the agricultural machinery purchase and application subsidy policy. 

  In the agricultural machinery purchase and application subsidy funds issued by the central finance to the provinces in 2024, the subsidy funds for the scrap of old agricultural machinery have been specially calculated and arranged, and the specific amount of funds will be notified to the provinces respectively for reference and implementation. Beijing, the planned cities, Xinjiang Production and Construction Corps, Beidahuang Agricultural Reclamation Group Co., Ltd. and Guangdong Provincial Bureau of Land Reclamation should make overall use of the funds carried over from last year and the new funds arranged in 2024 for the payment of scrap subsidies for old agricultural machinery. 

  5. determine the recycling and dismantling enterprises 

  Scrap agricultural machinery recycling and dismantling enterprises (hereinafter referred to as "recycling enterprises") should be based on qualified scrap motor vehicle recycling and dismantling enterprises, and can also choose other enterprises or cooperatives that have agricultural machinery recycling and dismantling business in accordance with the law. Specific by the provincial agricultural and rural departments in accordance with the "Agricultural machinery Safety Supervision and Management Regulations", and announced to the public. For the agricultural Beidou assisted driving system, the provinces can conduct a separate review of the qualifications of the recycling enterprises according to the actual situation and determine the recycling enterprises. Recycling enterprises shall comply with the national regulations on fire protection, safety and environmental protection, and carry out recycling and dismantling work of scrap agricultural machinery with reference to the "Technical Specifications for Recycling and dismantling of Scrap Agricultural Machinery" (NY/ T2900-2022). 

  6. Operating procedures 

  (1) Report waste machines. The owner of the machine will voluntarily sell the agricultural machinery to be scrapped to recycling enterprises. Recycling enterprises shall check the information of the owner and the agricultural machinery to be scrapped, issue the "Scrap agricultural machinery recycling Confirmation Form (style)" to the owner (see Annex 2, hereinafter referred to as the "Confirmation Form"), and provide the information of the owner and scrapped agricultural machinery to the agricultural and rural departments at the county level. Recycling enterprises disassemble and establish files on recycled agricultural machinery in a timely manner, and destructive treatment of engines and other components prohibited by the state. The disassembly file should include the nameplate or other relevant information that can reflect the identity of the agricultural machine, and the storage period is not less than 3 years. Agricultural and rural departments at the county level shall supervise the dismantling or destruction of agricultural machinery by recycling enterprises. 

  (2) Cancellation of registration. The tractors and combine harvesters included in the license management shall preside over the "Confirmation Form" and relevant licenses, and go to the local institution responsible for the management of agricultural machinery license to handle the license cancellation formalities according to law. After checking the information of the owner and scrapped agricultural machinery, the relevant agencies shall handle the registration cancellation procedures in accordance with the law, and sign the words "registration has been cancelled" on the confirmation form. 

  (3) Honor subsidies. The owner shall apply for subsidies according to relevant local regulations with the valid Confirmation Form. The local agricultural and rural departments and the financial departments shall conduct audits according to the division of responsibilities, and the financial departments shall cash the subsidy funds to the owners who meet the requirements. All localities may, in light of actual conditions, set an upper limit on the number of agricultural machinery that farmers and agricultural production and operation organizations can enjoy scrapping subsidies within the year. Agricultural and rural departments at the county level should reasonably determine the number of annual scrap subsidy agricultural machinery in accordance with the principle that the total amount of scrap subsidy machinery does not exceed the total amount of purchase subsidy machinery. 

  The provinces should base on the convenience and benefit of the people, improve efficiency, control implementation risks, etc., and formulate detailed agricultural machinery scrapping and dismantling processes that meet the actual conditions of the province. 

  7. Safeguard measure 

  (1) Strengthen organizational leadership. Agricultural and rural departments and financial departments at all levels should effectively strengthen the organization and leadership of agricultural machinery scrapping and renewal subsidies, clarify the division of responsibilities, cooperate closely, and form a joint work force. It is necessary to refine management measures and establish sound systems and mechanisms. It is necessary to strengthen policy publicity and expand public awareness. Vigorously promote information disclosure, publicize the information enjoying subsidies, fully disclose the implementation plan, subsidy amount, operating procedures, complaint consultation methods and other information, and actively accept supervision. It is necessary to strengthen the training and warning education of subsidy business, and improve the professional quality of staff and the ability of risk prevention and control. Local financial departments at all levels should increase investment and ensure necessary working funds. 

  (2) Providing services for the convenience of the people. Relevant departments around the country should strengthen service awareness, innovate working methods, encourage the adoption of "one-stop" services, online processing and other convenient measures to improve work efficiency and service quality. It is necessary to do a good job of connecting with the information platform for agricultural machinery purchase and application subsidies, accelerate the interconnection of information such as recycling and dismantling with information related to agricultural machinery purchase and application subsidies, and improve the efficiency of checking subsidy application data. Encourage motor vehicle recycling and dismantling enterprises, agricultural machinery maintenance enterprises, and agricultural machinery cooperatives to cooperate in agricultural machinery scrap recycling in accordance with relevant regulations, and encourage recycling enterprises to collect and handle business at home. 

  (3) Strengthen supervision and management. Provinces should incorporate the implementation of agricultural machinery scrap and renewal subsidies into the extended performance management assessment content of agricultural machinery purchase and application subsidies, and strengthen the use of results. Relevant departments should further improve the supervision mechanism of agricultural machinery scrapping and updating subsidies in accordance with their respective responsibilities, enhance the information supervision capacity, gradually incorporate all links of the whole process of agricultural machinery scrapping into the scope of information supervision, and implement whole-chain supervision by regularly mobilizing video surveillance and other methods of recycling enterprises to prevent fake scrapping of machinery and tools from entering the second mobile phone market. For agricultural machinery and tools that are not included in the management of licenses, provinces should formulate risk prevention and control measures, strictly strengthen supervision, strictly investigate violations such as false reporting and compensation of subsidy funds, and severely punish violators. If recycling enterprises are found to have violations, they should, depending on the seriousness of the circumstances, take measures such as warning, notification, suspension of participation in the implementation of subsidies and rectification within a time limit, and prohibition of participation in the implementation of subsidies. Enterprises, individuals and agricultural production and operation organizations that defraud the state subsidy funds shall be seriously dealt with with reference to the relevant provisions and principles on the purchase and application of agricultural machinery subsidies, and shall be included in the "blacklist." It is necessary to give full play to the role of social supervision, smooth the channels for complaints and reports, and seriously accept, verify and handle complaints from the masses. 

  (4)Report the situation in time. All provinces shall, in accordance with this notice, formulate and distribute the implementation plan of the provincial agricultural machinery scrap renewal subsidy in combination with the actual situation, and copy it to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance. It is necessary to strengthen the statistical analysis of the implementation progress, strictly implement the quarterly progress report system, do a good job of half-year and full-year summary analysis, and submit the half-year and full-year summary of agricultural machinery scrapping and renewal subsidies before July 10 and December 10 each year. 

  This notice shall be implemented as of the date of promulgation, and the Notice of the General Office of the Ministry of Agriculture and Rural Affairs, the General Office of the Ministry of Finance and the General Office of the Ministry of Commerce on Issuing the Guiding Opinions on the Implementation of Agricultural Machinery Scrap and Renewal Subsidies (Agricultural Machinery (2020) No. 2) shall be repealed simultaneously.
